1. Could you please define what do you mean by “social network platform” as mentioned on the page 9? Should it be similar to “an e-reputation platform“ described on the same page 9? 2. Is it be possible to use one of these two ways for recruitment of respondents: a. to obtain from DG ESTAT a list of users of European statistics and to use it for recruitment of potential respondents? b. to set up a link on the European statistics official website (for example on the database side) with information about this study and the invitation – the contact addresses would be used for recruitment (FGI and IDI)? 3. Will a Contractor get a letter of recommendation from the DG ESTAT to use it for the recruitment? 4. Please define who are ‘Key users’ (page 10) who need to be covered by in-depth interviews? 5. Could you please clarify what does the statement “The focus group will cover data from at least the countries defined in these specifications" (page 13) exactly mean? Please clarify if: a. focus groups should be done in 8 countries mentioned in the Invitation to tender only, or b. conducting additional focus groups in another countries is welcome and can be proposed by a Tenderer? If so, will it be an advantage and how it will be scored?

1. A social network platform should be understood as a platform to interact with users (either an existing platform such as Facebook or an ad hoc one). It is not similar to an e-reputation platform which is a tool for user analytics. 2.a. Eurostat will provide some help to recruit users (such as providing a targeted list of people to contact). The contractor is also expected to make proposals. 2.b. Eurostat cannot make any commitment at this stage but the item will be discussed in the preparatory phase. 3. This is possible. 4. Key users are essentially heavy users listed in section 2.1.1 of the tender specifications: Directorates-General and services of the European Commission, Media, Researchers, Commercial re-disseminators 5. The relevant interpretation is a. focus groups should be done in 8 countries mentioned in the Invitation to tender only.
