Please could you clarify the sentence (invitation to tender - Page 2) "One signed original and two copies of your tender must me placed inside two sealed envelopes (one inside the other)" the outer envelope will contain only the envelope with the original and the two copies of the tender (inner envelope)?

We need 3 copies of the tender documents, of which one original and 2 copies. You put these 3 sets of documents in an envelope with our address and tender reference and your company name and seal it. You then put this inner envelope inside a second outer sealed envelope, also with our address, tender reference and your company name.
