Given the global nature of this field and the challenges faced, can you please confirm if it is it possible for experts with third-country (non EU) nationalities to be included as (subcontracted) strategic advisors?

The principle is that economic operators on the market are free to organise themselves as they so wish. As a rule groups of economic operators are authorised to submit a tender or request to participate ("joint tender") and subcontracting is allowed. All staff member not directly employed by the tenderer is considered as a subcontractor. The number of subcontractors or the share of subcontracting may be not limited. The rules of access to the market do not apply to subcontractors. Please refer to §4.2 of the tender specifications "Who may participate in this invitation to tender".
