Should the task include writing the report only or also its publishing, including such things like technical-editorial set-up, selection of decorative (non-substantive) graphics and illustrations, and printing?

The requirements for presentation of the documents are laid out in Chapter 4 of the Tender Specifications. The requirements do not include publishing and printing.
