Shortlists of suitable experts
On page 6 of the terms of reference it is mentioned that "the contractor will have to provide Eurostat with shortlists of suitable experts with their CVs". To our understanding, the shortlists will have to be submitted to Eurostat after the contract has been awarded to a contractor ("not later than two months before the final date of each seminar"). Does this mean, that CVs of experts will not have to be included already in the proposal? If the CVs will have to be sent after the contract award for each seminar, will it be possible to send only then the formalia of these experts in case they are subcontractors? We want to make sure that the formalia of the experts do not need to be included in the proposal.

It is indeed the case that the CVs of the experts do not have to be included already in the proposal. However, Eurostat will seek reassurance that the tenderer is able to mobilise appropriate experts when called to do so.
