Will additional break-out rooms be needed in addition to the main conference room? If so, how many?

As indicated in the tender specifications, the tenderers must propose in their bid an innovative and relevant methodology with coherent and well identified tasks, costs and efforts to address all the requirements. On page 24, the tender specifications says that for the final conference "The contractor will identify the messages and propose the best concept. The concept would take into consideration "Participatory leadership" tools to increase the effectiveness of the conference and ensure success. The contractor will submit for approval the concept (...)". Therefore, it is to the tenderers to define and ensure that the facilities proposed take into consideration the above requirements and correspond to the concept that will be submitted for approval.
