Section 2 : "Technical information on lot", 2.3: "Tasks and expected results"
Page 10 of the TOR, "Task A2 (and Task B2) -Workshop Execution", first bullet point. It is stated that the contractor must; "Reimburse the travel expenses (excluding accommodation) of one delegate per country". We assume that this means that hotel accommodation for up to 32 delegates is prepaid and covered by the seminar budget (this is why these expenses are not to be reimbursed to the individual delegates). We also assume that delegates will have to purchase their own flight tickets themselves (according to cost limits we will take care to communicate in time), and we will refund them by bank transfer, Please confirm our understanding is correct on both points.

The first assumption is wrong, the delegates pay their own accommodation (or rather, their organisations). The second assumption is correct.
