IPR rights
Does EFSA own _exclusive_ rights on everything that is developed (e.g., code) during the project time and for the project? An example: if we already have a tool that we want to use in the project, but during the project time and primarely for project purposes further make developments in the tool, is this additional development then exclusively owned by EFSA, or can we use it for our own purposes after the project is done? Thank you for your answer in advance! PS: we are trying to understand the Section 1.5 in the Tender specification document, hence the question

Kindly disregard the previous published answer (21/09/17). As indicated in section 1.5, EFSA owns any product or delivery developed by the contractor in the context of the contract resulting from this call for tenders as well as source codes of IT applications and models developed for EFSA. However, EFSA does not acquire ownership or any license of pre-existing rights not incorporated in the deliverables. The full ownership is limited to the deliverables (e.g. further developments of a pre-existing tool). The contractor may use the deliverable developed for EFSA for its own purposes after the project is done, only upon prior authorisation from EFSA

As indicated in the tender specifications under 1.2 Objectives the crowdsourcing pilot projects must be in the identified areas of EFSA’s work. The domain knowledge related to food and health is not strictly required but you are expected to have a strong scientific background, excellent scientific communication skills and a strong understanding in methodology to collect valid and reliable qualitative and quantitative information through citizen science.
