Administrative questions
1) Instructions for Technical specifications: Are there any instructions/template for the Technical offer (maximum length, type of document, etc...)? 2) Declaration of honor on selection criteria: on the annex template and also in different places of the Tender specifications it is said that, in case of joint offer, only the Tenderer (I understand the coordinator) should sign and date the document. However, on page 17 of the Tenderer specifications we can read” Selection Criteria. If requested in tender specifications, the tenderer and all members of a joint tender including subcontractors- if applicable-, must provide the documentary evidence for selection criteria”. For the Selection criteria, in case of Joint Tenderer, should we provide the document signed by the partners, too? 3) Legal and Regulatory Capacity: When accessing the on-line tool , under attachments part, the following tab appears : “Legal and regulatory capacity”. What should be attached here? Tender specifications doesn’t mention this or, at least, we haven’t see it. What we have seen under the “e-submission quick guide” is that this refers to : “Documents certifying their capacity to pursue professional activity must be uploaded in this section”. 4) Generic Evidence: should we attach as a generic evidence a signed and dated “Confirmatory statement of resources” and a signed and dated “Allocation of tasks between partners/subcontractors”? Where should we attach this documents?

1) There is no template to submit the technical offer. All tenders passing the exclusion and selection criteria will be evaluated against the award criteria (methodology proposed for the implementation and project organisation, as explained in article 2.6-award criteria of the tender specifications). These aspects should therefore carefully taken into account when drafting your technical offer. 2) No, in case of joint offer, only the leader of the group should sign and date the declaration on honor on selection criteria. 3) For this call, no documents are required to be submitted in evidence of the legal and regulatory capacity. 4) If submitting a joint offer with partners or an offer with the use of sub-contracting, tenderers should add the “Confirmatory statement of resources” and the “Allocation of tasks between partners/subcontractors” together with the other selection criteria documents (preferably as attachments in the folder called “Tech-Prof capacity”). However, should these documents be attached to a different folder, this is still acceptable.
