Overall budget for the ESAA project in the FWC and specific service contract structure
As far as we’ve understood it is not clear how the overall budget for the ESAA project is to be distributed and needs to be administrated. Is there a specific budget amount foreseen for each of the four associations (EMA, ESN, OCEANS, and garagErasmus), with which they have the decision making power to decide on their own how to spend it? And if so, is there a specific amount planed besides the budget amount that will be used through the specific service contracts?

As explained in the Tender Specifications, section 1.17, all services needed under this FWC shall be purchased by the contracting authority through the means of specific contracts. As further explained in section 1.11 of the Tender Specifications, the maximum amount covering all services under this FWC, including reimbursable expenses and managing costs, is 5 million euro. No other budget amount is foreseen under the terms of this call for tenders. In line with Task 6 of the Tender Specifications, the ESAA and its MOs may propose to the contracting authority a list of local projects. However, it is the Contracting Authority that ultimately holds the decision making power as to which services which be purchased by the successful contractor through the means of specific contracts under this FWC.
