fulfillment of selection criteria in joint tender or subcontracting
If I want to submit the tender not as solo but with a group (joint tender, subcontractors or third party) I was wondering if the selection criteria (i.e. section 2.3 of Part 1 -administrative annex) must be satisfy by all members of the group (joint company, subcontractor and third part) or only by the leader.

For each selection criterion, whether financial (section 2.3.2 of the administrative annex) or technical (section 2.3.3 of the same annex) indications are given on whether the criterion is to be fulfilled by each participant individually or if it is assessed cumulatively ("consolidated assessment") for the tenderer, members of a joint tender, subcontractor(s) or other third parties. This information is given under the heading "basis for assessment" for each individual selection criterion. In this particular call for tenders, you will see that for each criterion a consolidated assessment is made of the tenderer's capacities.
