Selection Criteria
How are the various selection criteria items (Financial, Technical and Service Delivery Capacity) valued when selecting the Candidates?

The sole purpose of the selection criteria is to determine whether a Candidate has the capacity necessary to implement the contract in question. This includes the legal capacity, the economic and financial capacity and the technical and professional capacity defined in the Specifications. Selection criteria are not scored and do not necessitate marking; they are just “pass or fail”. The selection criterion consist in three elements: (i) the criterion, (ii) the minimum level or minimum requirement and (iii) the relevant supporting documents, as described in the Specifications. The minimum capacity level set for each of the criteria defines the capacity below which the candidate will not be selected because it is considered as not capable of implementing the future contract. Therefore, below these levels, the candidate will not be selected for Phase II of the procedure. In this procedure the selection criteria will be applied, as follows: - to the Candidate as a whole (including all members of a joint request to participate, and, when applicable, subcontractors and third parties on which the Candidate relies to fulfil some selection criteria). This applies to selection criteria 1, 3.2, 3.3. and 3.4; - Separately, to the economic operator/s involved in a request to participate that are proposed to perform specific tasks or parts of the contract. In this regard, Selection criteria 2.1, 3.1 and 3.5 a), b) and c) will be assessed individually with regard to the economic operator/s that is/are proposed to deliver the relevant services.
