Who decides which and how many vehicles have to be tested (e.g. car manufacturer, fuels system, engine capacity, etc.)?

In case of tests directly required by the JRC, the number/model of the vehicles for which the data are requested is decided by the JRC. However, the feasibility of the tests will be checked with the contractor and changes to the initial request might be accepted by JRC (e.g. possibility to replace a model if one is very difficult to find) before the JRC issue the order. In case of pre-existing data (e.g. an already existing database), the JRC will select the models and data of interests among those available.
