Does the Tendering Declaration (point 4 of the ITT) have to be completed and signed only by the Consortium Leader or by each Consortium Member as well?

In principle, the Tendering Declaration is to be completed and signed by each Consortium member individually. If the Declaration is signed by the Consortium Leader only, then documentary evidence from all Consortium members that they have appointed the leader of the consortium which (i) will represent the consortium and act as the single contact point for communication and (ii) shall also have full authority to legally bind the consortium and each of its members , and (iii) shall be responsible for the administrative management of the contract on behalf of all other consortium members.
