Page 22 and 23. You state: "Tenderer must prove 10 contracts working in within three European Union member states within the last 3 years placing the profiles identified in Annex IV, or equivalent profiles, with high (>=90%) coverage of the profiles from its own organisation (internal and external staff) but not via consortium partners or other subcontractors" As each FwC has its own profile description, can you please clarify how would you evaluate that the profiles provided were "equivalent profiles"? Can you please provide clarifications on what do you expect exactly under "with high (>=90%) coverage of the profiles from its own organisation " Are you refering to the 90% of the profiles requested under a FwC? (e.g. a FwC have 10 different profiles, and we have to ensure we could provide consultants covering at least 9 of the 10 different profiles)

Part 1 Equivalent profiles For profiles you generally have two parts of the description. Title and then 'Nature of tasks' and 'Knowledge and skills'. For one standard profile such as Project Manager, the 'Nature of tasks' and 'Knowledge and skills' must cover those specified in the profiles. However the title may change for different reasons. Some organisations may have the title of a Project Manager as ICT Officer, or Business Project Manager, or Temporary Agent. The tenderers must ensure that they assign the FWC equivalent profile name to the profiles they provide to cover the selection criteria and that those profiles cover the 'Nature of tasks' and 'Knowledge and skills' specified. Part 2 90% coverage For meeting this criterion, a tenderer (in case of a consortium, its leader) must be able to prove that at least 90% of profiles in the evidential past contracts were covered from its own organisation, not via consortium partners and subcontrators. It means that a past contract could be used as an evidence for this criterion if it contained 10 profiles and at least 9 of them were covered by the above specified staff.
