If the service provider works already with any insitution but not directly ( staff delegated to a catering company which works directly with an institution), can it be considered as relevant experience?

Your understanding is correct. The reference can be considered as relevant if the reference document clearly details the type of assignment, the name of the institution and the name of the catering company to which the staff was delegated.
