Document "General Administrative and Submission Clauses" states that tender has to be submitted in three sealed envelopes: Envelope I: Administrative information Envelope II: Technical offer Envelope III: Financial offer Do we understand correctly that Envelope I: Administative information also includes documents and evidence for "Selection phase and criteria" - including technical and professional capacity: annex 8 - project reference form, annex 10 - table of staff profiles and CVs? And does in this case Envelope 2 consists only of responses to "Technical award criteria"?

Your understanding is correct. Envelope 2 consists of responses to the technical award criteria. As far as Envelope 1 Administrative information, please refer to the reply to question 2.
