Question
Concerning selection criterion 1, can you please clarify (a) whether a case where the consortium leader presents a list of relevant contracts (similar to the value of this procurement procedure) provided in the past 3 years which these contracts do not concern the placement of consultancy assignments with the same or equivalent to profiles in Annex IV but other irrelevant profiles, is considered to meet this criterion (b) if the latter is accepted and the criterion is met, can you please explain to us why the consortium leader of case (a) is considered to have the technical and professional capacity to execute the services required to be carried out by profiles as referenced in Annex IV? e.g. any recruitment company in the market could potentially easily cover this criterion without having the actual professional capacity of an IT services company working daily with the aforementioned profiles.

The subject of the contract and the evidential contracts are concerning ICT consultancy services. The list of profiles we are requesting in Annex IV is not the exhaustive list of the profiles possible to be classified as ICT consultants. We are going to publish updated version of the Tender specifications clarifying this issue. Therefore, in selection criterion 1, the tenderer may demonstrate evidence from the full range of standard ICT only profiles, e.g. the tenderer may include Documentum Specialist but may not include HR Officer.
