Economic and financial capacity
Page 17 of the ITT lists 4 requirements for tenderers to prove their economic and financial capacity. It is also stated that in case of a joint tender, these requirements should be met by “the combined capacity of all members of the consortium and identified subcontractors”. In the light of the latter, is it sufficient for partner A to meet the first requirement (while partner B does not meet this requirement), but partner B to fulfil the second requirement (while partner A does not fulfil this requirement)?

I would like to refer to heading 16.1: "In order to prove their economic and financial capacity, the tenderers (i.e. in case of joint tender, the combined capacity of all members of the consortium and identified subcontractors).."
