Tender Specifications- 4.3.5 Financial evaluation
Question
As part of the financial evaluation, tenderers are requested to complete “Annex V – Financial Proposal Form” and provide their pricing methodology in a separate price structure document explaining in detail how they establish their all-inclusive daily prices for onsite time and means services in the respective location. As there is no indication in the Specifications of the annual volume anticipated for the envisaged services (apart from the maximum nominated budget €38,000,000 for the complete lifetime of all the contracts), could you please provide us with an estimation of the FTEs expected per year and per contracting authority for the provision of the relevant services?

The estimation per contracting authorities is following: €15,000,000 for ESMA / 4 years, the same amount for EBA, €8,000,000 for ERA. Consumption per year should be proportional, with possibility of later start of services for EBA influenced by its relocation to Paris. Please note that this is a maximum ceiling estimated with margin for presumed growth of workload.
