Question regarding the Criteria relating to the team delivering the service

Dear Sir / Madam In section “Criteria relating to the team delivering the service” in B1. Project Manager’s evidence, it says “language certificate or past relevant experience”. In B2. It says “all members of the team should have at least C1 level in English in the Common European Framework for Reference for Languages”. Please clarify whether the C1 level in English language is needed or if past experience constitutes proof enough for language capacity.

Dear Sir, Thank you for your question submitted for the Call for Tenders "ENER/B1/2017-557". Under b. Criteria relating to the team delivering the service, all members of the team are required to have "at least C1 level in English in the Common European Framework for Reference for Languages". To substantiate a C1 level in the Common European Framework for Reference for Languages, the team member in question can either provide a language certificate or past relevant experience.
