Takeover Closure
“In 2.3.5 part C Takeover Closure: the following is stated: ECDC will review and accept the deliverable as described in 2.4.12 with the parameters D1 = D2 = D3 = five (5) working days, and where T0 is the date of ECDC receiving the deliverable(s). Does this mean that review & acceptance period after delivering the Takeover report always counts in total 15 days (5+5+5) ? Or can we assume this can depend on the complexity of the product taken over ?”

The meaning of D1, D2 and D3 is defined in “2.4.12 Acceptance Mechanism”. The “parameters D1 = D2 = D3 = five (5) working days” as described in “2.3.5 Work stream: Takeover” or “2.3.6 Work stream: Handover” under “C. […] Closure” will not depend on the product complexity.
