If the work is subcontracted who needs to provide references, the contractor or subcontractor?

As stated in “1.5 Subcontracting”, “All requirements applies to third party of third party (i.e. any level of subcontractors).”, meaning that if the work is subcontracted, the subcontractor will need to provide references.
