Question details
Questions regrading the Tender, please can you provide details of the questions below. Thank you
After having read the tender we raise the following points: 1. It is not mentioned when we get the data from all the countries - please advise how soon we would receive this after contract award. 2. It is not mentioned if we get all the data from one common source or we have to chase after a contact person in each of the countries 3. You have also stated “the contractor shall publish an updated European Red List of Birds (EU and pan-European level).”Is this a list that we can publish electronically or will you require hard copies to be made? How many? Publication costs? 4. Who is responsible to have the document translated into all the different languages of the EU specified in the tender? (English, Bulgarian, Danish, German, Greek, Estonian, Finnish, French, Irish, Croatian, Hungarian, Italian, Latvian, Lithuanian, Maltese, Dutch, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish, Swedish, Czech)

We would like to advise you to read carefully the tender specifications. REPLY question 1: As stated in several parts of the tender specifications, submission of national reports by EU-Member States is due on 31 July 2019 at latest but an EU-database as a basis for the population status assessments under task 1.2 will only be available in November 2019 (see p.18 of the tender specifications). For non-EU Member States it is for the contractor to collect the data (see description of task 3.1). REPLY question 2: EU Member States will report via the Common Data Repository (CDR) in reportnet as part EIONET (https://www.eionet.europa.eu/reportnet). It is for the Commission to remind Member States in case of delays. Once the national reports are available in reportnet, they are available to the contractor as well. For non-EU countries it is for the contractor to ensure the data are made available in the format needed and in time. There will be the possibility to upload also non-EU data on reportnet. REPLY question 3: The description of Task 3.2. (starting on p.21 of the tender specifications) explains what are the tasks and the deliverables. The deliverables are also described under the chapter “Deliverables”, point 5 (see p.24 of tender specifications). The task description on p. 21/22 also specifies “Produce a Red List publication and publish it together with more detailed background information (fact-sheets per species, etc.) on the dedicated Commission website in compliance with Commission requirements for publication on the internet16 or on the EEA’s BISE portal. http://ec.europa.eu/environment/nature/conservation/species/redlist_en.htm https://biodiversity.europa.eu/” The publication costs should be calculated by the tenderer as part of the offer. REPLY question 4: The tender specifications do not require the document to be translated in the different EU languages. All deliverables should be in English language only (see p.23).
