If the bidder operates globally, then the Statement of Turnover (Annex 2.1) and Technical Capacity (Annex 2.2) will be of global operations or have to be specifically for Europe?

Concerning Annex 2.1, it refers to the tenderer’s total turnover (see Section 4.3.3 of Tender Specifications: the tenderer's "average annual turnover for the last two years for which the accounts have been closed). Annex 2.2 should mention evidence demonstrating the tenderer’s ability to fulfil the technical and professional capacity criteria defined in section 4.3.4 of the Tender Specifications.
