In the eventuality that the budget should be provided per service contract (i.e. a two-year period), we take note that the tender specs, under sub-section 2.3.4 – Seminar organisations, mention the organization of “possible study visits” and also that interpretation that might be needed in exceptional cases. We take note that a provisional budget for interpretation should be provided separately. But however, there are no indications on the number of study visits that could take place. It is not yet defined either whether the seminars will be plenary only or if you expect sessions to be divided into various workshops. This makes it difficult to come up with a fixed price regarding these deliverables and integrate them in the financial offer. Could DG JUST please clarify your expectations on how these services have to be delivered in order to present you with the most adequate and best priced offer?

There would only be a study visit, if the topic is suitable/relevant and there is space in the agenda (a study visit would normally take 2-4 hours). The study visit would take place in the same country (and either in the same city or nearby for easy travel access) as the one where the seminar is taking place. Based on previous experience, there should be an average of one study visit every two seminars. The costs of a study visit may entail for instance travel expenditure and a guide. Concerning the seminars, most sessions are in a plenary format, with one session potentially split into two groups/rooms to facilitate discussion (not a separate workshop). As you can see from Annex 2, the budget is based on staff costs. It is up to the tenderer to evaluate the workload entailed, based on the information in the call and above.
