E-Tendering procedure
The tender specifications and the call to tender indicate that we shall send the signed tender report at latest the day after Submission of tender. Do we have to upload the Technical Offer to obtain the Tender Report? If so, it is not guaranteed by the Courier that the documents can be sent to Brussels in 1 working day. Or is it possible to obtain the Tender Report and still make changes to the technical offer, even after sending the signed Tender Report to Brussels?

Once all information and documents have been encoded and uploaded in the e-Submission application and you consider that the tender is complete, the application will require you to download the Tender Report generated by the e-Submission application. It will have to be signed (hand signature or electronic signature) and uploaded, as explained in the eSubmission Quick Guide for economic operators. The economic operator is requested to send the signed Tender Report by letter at the latest on the first working day following the electronic submission of the tender. The date of receipt at the Contracting Authority is not relevant. Only the originals of the declaration on honour and the tender report are to be sent by letter, not other documents.
