Are cloud service providers bound to this restriction too? Or cloud service providers can offer its services to more than one consortium?

The sentence your question relates to in section 2.1.2. of the Tender Specifications concerns participation in the tender procedure as a member of a consortium. A cloud service provider that is not a member of a bidding consortium is not captured.
