Can a consortium led by an EU-based organization include a non-EU company that is from a Free Trade Agreement (FTA) country but not from an Association Agreement (AA) country?

No. Please see sections 1.3 and 1.4 of the tender specifications, all consortium members need to be established in the EU, EEA and Stabilisation and Association Agreement countries. In addition, international organisations defined as international public-sector organisations set up by international agreements can participate.
