What kind of a proof is to confirm the regulatory capacity.

The tenderers must provide proof on their registration as described under point 5. LEGAL VALIDATION AND FINANCIAL VIABILITY ASSESSMENT. The form of proof will depend on the country of registration of the tenderer, but it can refer to, e.g. a certificate of registration in a commercial or other public register, a decision of establishment in the case of a public body, etc. The tenderers are also welcome to check the e-certis database of the European Commission, in order to see the types of documents applicable in their country, and their relevance in the context of the EU public procurement: http://ec.europa.eu/markt/ecertis/login .do
