Different questions regarding MULTILINGUAL TENDER
- Annex V o Is it possible to obtain annex V (Financial identification form) in editable format? o Under the title It appears the following note. If the tenderer is a company, please fill in, sign and date the following legal entity - financial identification form, provide bank account details (and fill in the form of the named individual translator) Could you please clarify the part “and fill in the form of the named individual translator”? We assume financial information is related to tenderer. - Is it possible that different companies that are part of the same group present different offers for a tender? - We are a little bit surprised by the answer to the questions about subcontratros as never in tenders from Parliament freelancers who work for a company has been considered as subcontractors. Just other companies were. Could you please confirm this point? In the Monolingual tender if we propose a freelance who work just for our company should we therefore include the Annex VII indicating 100% in the contract? - Would it be possible to receive a sample of the translation test? - How much time our translators will have to perform translation tests?

The editable Excel files containing Annex V: Financial identification form for companies and for individuals were published as additional documents. Please, disregard the text on page 40 of the specifications between the brackets: “(and fill in the form of the named individual translator)”. The named individual translators must be declared in annex XI. If companies that are part of the same group are separate legal entities, they can submit separate tenders unless the Contracting Authority establishes that one or more of the companies has the power to control the other companies. To establish this, the Contracting Authority will take into account the structure of the group and the links between the companies, such as the legal agreements between them, ownership of capital, composition of the administrative bodies, or powers of representation. If this is established, the different companies will be considered to be ‘de facto’ a single entity and their tenders will be rejected for not respecting the principle of fair competition. This would only be the case where the different companies bid for the same lot. Yes, we confirm that named individual translators with a freelance status are considered to be subcontractors. Concerning the tender EP TRAD PPP4 2018 Monolingual, if the tenderer subcontracts the translation tasks, then annex VII: Declaration concerning subcontractors and annex XI to the specifications must be provided with the tender. Details of the translation tests are provided in point 14.3 of the specifications. The legal representative of the tenderer and the named individual translators will receive detailed instructions, organisational details, access codes to the online application and the exact timeline for the translation test by e-mail at least 3 weeks (21 calendar days) before the date on which the translation test will take place for each language combination.
