Singed documents in case of joint tender
In case of a joint tender, which documents need to be signed by all partners and which should be signed only by the Leader, assuming that no power of attorney has been given to any of them. Annex 1 for example requires (p.5 of Tender Specifications) either co-signature or power of attorney. But there is no similar clarification for the Financial Offer, the Tender Report or the Technical Offer. Should any of these documents also be co-signed/signed by power of attorney, or it is sufficient to be signed only by the designated leader?”

Annex 1 should be signed by all partners in case of a joint tender, if no power of attorney has been given. The Financial Offer, the Tender Report and the Technical Offer should be signed by the Leader. The Declaration of Honour should be signed by each of the partners.
