NUMBER OF SELECTED COUNTRIES AND LISTING NAMES OF SUBCONTRACTORS
1. The text of the Tender states: "The aim of this study is to provide detailed and structured information on public procurement markets of EU major trading partners which are not parties to the GPA (such as China, Russia, India, Turkey, Mexico and Brazil) and to identify any protectionist measures, regulatory and non-regulatory, which limit the access to public procurement markets." The question is whether there is a minimum number of countries we can choose to research upon or we have to research upon ALL 6 countries? 2. If the shares of different subcontractors is below 10% of the value of the contract per subcontractor, do we have to specify their names in the application or we can decide upon the definite choice of these subcontractors at a later stage?

All 6 countries (China, Russia, India, Brazil, Turkey and Mexico) shall be covered as mentioned in the contracts specifications: "The general objective of the study is twofold: - To provide a detailed legal, economic and statistical overview of the public procurement markets and regimes of EU major trading partners which are not parties to the GPA namely China, Russia, India, Brazil, Turkey and Mexico and to identify market opportunities in these countries. - To identify the measures, of a regulatory and non-regulatory nature, which would contribute to restricting the access of foreign bidders to these public procurement markets. The reference period for the study shall be five years covering 2008 to 2012." Concerning your question on the identification of subcontractors, the tender specifications in para 1.7 requires to identify the subcontractor(s) whose share of the contract is above 10% and document their willingness to accept the tasks and the terms and conditions set out in the tender specifications via a letter of intent. This obligation does not cover subcontractors below 10%.
