If a subcontractor does not concur to fulfill the financial capacity criteria do they still have to submit a statement of turnover?

No need to provide a statement on turnover for those subcontractors not contributing to the combined financial and economic capacity of the tenderer. (Section 4.3.3. of tender specifications)
