Sub-contractors versus external experts
Annex III Financial office contains a budget heading for sub-contractors and a budget heading for external experts. Can you please clarify the difference between these two concepts? Does the distinction depend on the percentage of work to be performed in the contract? Many thanks

Any external advice sought from experts is considered subcontracting. There is no difference really between external experts and subcontractors other than the External Expert would be a natural person ( individual) whereas the subcontractors are generally a company/organisation. Both are treated as subcontractors and would provide the same documentation but you would list the companies under the heading of Subcontractor and the individuals under the heading of External experts.
