Regarding Annex Va. Technical Award Criteria, page 2, Criteria 2: Management of the Service, point 7: “Consistency and completeness of the offer provided by the tenderer for the hypothesis described in the Annex”. Could you please clarify what do you mean by “consistency and completeness of the offer”?

Tender proposal will be evaluated based on the consistency with the requirements set in the tender documentation, and completeness in relation to the services requested in point “4. Work hypotheses” of Annex Va Technical Award Criteria
