Scope of performing actual facility-based measurements
The tender specifications state under Task 2/a, page 12, that data on methane emissions need to be collected based on inter alia ‘(3) perform actual facility-based measurements using available technologies (aerial, mobile / car-based, infra-red cameras, etc) in order to fill in data gaps and improve quality of data so it reflects better real emissions’. We understand that gaps in the knowledge will mainly determine the scope for the actual measurements. However, can the Commission please provide an indication (e.g. range) of the number of facilities where it expects actual measurements to take place as well as of the share of the total budget expected to be allocated to the facility-based measurements?

There is no pre-allocated share of the maximum budget that is intended to cover any of the tasks, nor a minimum or expected number of facilities where actual measurements need to be taken under Task 2/a. As described in the call for proposals, the identification of regions, supply chain elements or facilities where measurements need to be taken in order to improve the quality of the available emissions data and fill gaps is for the tenderer to identify based on available data, studies, measurements, estimates and a critical assessment of whether they are reliable and realistic enough to be used for the purpose of this call. The approach must be methodological and statistically defensible. The tenderer should be able to identify, prioritize and explain in their proposal why the focus of actual measurements is on the specific region(s), supply chain element(s) or specific facility(-ies) and why not on others. This aspect will be important when assessing the proposals. Notwithstanding, all tasks requested in the call need to be performed and delivered to an acceptable level of quality. It is for the tenderer to balance the available time and resources in order to deliver an overall successful project.
