Our company has extensive experience in the services required for WP2. Is it possible to submit a proposal solely for Work Package 2 and not WP1?

No, it is not possible to submit a proposal solely for one work package. The contractor will have two main tasks divided into two work packages under a single service contract and both tasks are mandatory.
