3. The ToR require that the Curriculum Vitae of the TA Operations Director/ Coordinator is included in the Technical Proposal. Since this position is not a Key Expert position, does the CV have to be accompanied by the same supporting employer certificates / references and diplomas as the Key Experts?

Employer certificates or references proving the professional experience indicated in their CVs should be provided for key experts only. Only the CV of the TA operations director/ coordinator is required.
