Could please clarify if it is allowed to subcontract a legal entity registered in Non-EU country?

Although it is quite clear that only legal entities resident in an EU member state/EEA country are eligible to submit bids to Regulatory agencies such as ENISA in their own right or as part of a consortium, there is no such restriction on the origin of subcontractors. Please keep in mind that, if the tenderer is relying on the capacities and experience of one or more subcontractors to reach the minimum Selection Criteria, or if the use of a subcontractor will be significant, then you are required to provide their documentation for Exclusion as well as Selection Criteria.
