Considering that the tender deadline is fixed during the Easter week, closing period for many European organizations, and considering that in Italy 25th of April is also national public holiday, we ask you to consider an extension deadline to guarantee a higher level of participation to the procedure (favor partecipationis principle).

The deadline for submitting tenders is the one stated in: 1. the Contract Notice published in the Part S of the Official Journal of the European Union (Ref. no. 2019/S 060-137754) 2. the Invitation to tender (Ref. Ares(2019)1794163 - 19/03/2019). The latter states as follows: “(…)The time-limit for receipt of tenders is indicated under Heading IV.2.2 of the contract notice where local time shall be understood as local time at the contracting authority's location (the location indicated under Heading I.1 of the contract notice). A tender received after the time-limit for receipt of tenders will be rejected. The tender reception confirmation provided by e-Submission with the official date and time of receipt of the tender (timestamp) constitutes proof of compliance with the time-limit for receipt of tenders. .” (…) An extension of this deadline is only allowed in exceptional circumstances that are foreseen as such by the applicable public procurement legislation. The situation described in your request does not qualify under the exceptional circumstances prescribed by the law. As a result, the deadline cannot be extended. All tenders should be submitted within the prescribed deadline, as published in the Official Journal and in the Invitation to tender.
