Definition of working experience in at least 10 EU countries
p.6 of the Tender specifications, on 2.3.2.a, it is written "– The tenderer must prove experience of working in at least 10 EU countries with at least 2 projects or scientific publications delivered in the last three years, the combination of which must show the necessary coverage." What does the Commission mean by "working in at least 10 EU countries"? Does working on European-wide desk-study projects which cover all 28 EU countries qualify as "working on 28 EU countries"? Do the projects need to devote specific analysis and mention the countries to qualify? Or do meeting or field studies need to have been conducted on the countries to be considered as "working in" them?

Whereas any work involving meetings or field studies in a certain EU country could certainly be taken into account as evidence for experience in having worked in that country, a pure desk study without any physical presence in the country could not be taken into account as evidence for experience of having worked in that country.
