Is there any indication as to the average number of students per group? Is it possible to fine-tune this to narrower ranges than 3-9 students, for example 3-5 students and 6-9 students?

We do not have an indication of the average number of students per group as this depends on the levels of the students. We cannot fine-tune the groups further. Europol has defined in the tender specifications, the types of groups they may request service for.
