Question
In Tender Specifications, page 10 of 27, you mention that "When collecting data of all projects [...] experts in the EU Member States will need to be identified and be involved in the work". Moreover, on page 10 of 27 it is mentioned, “How will the collection of data involve the experts in Member States? And what type of contacts are planned”. In page 26 of 27, you mention for the first Criterion "Quality of the proposed methodology" that "It will assess [...] quality of proposed contacts with stakeholders and Member States' experts". Therefore, our understanding is that you are asking to describe the way we are going to identify and involve experts in the EU Member States, when this will be needed. You are NOT asking that we identify in advance the experts, in our proposal, as the quality assessment criterion concerns the proposed methodology and NO other criteria or evidence on the experts in the EU Member States are mentioned or requested, respectively. Please, be as kind as to confirm our understanding.

We will assess the quality of the methodology (i.e. how you plan to identify and involve EU Member States experts in the collection of data), in terms of the elements outlined in page 26 of the Tender Specifications. Namely, the Quality of the proposed methodology criterion “will […] assess in particular the appropriateness, credibility and completeness of the following elements: the proposed sources and quality of proposed contacts with stakeholders and Member States’ experts, proposed approach for the analysis of the collected information, proposed approach for ensuring the legal soundness of the good practices, proposed timeline.” Any additional evidence provided on concrete experts is only indicative and does not bind mentioned experts.
