CORRECTION: a consortium member as an entity/organisation can be involved in more than two lots, as long as it is not in lot 2 and lot 3. However, individuals cannot be involved in more than two lots and not in lot 2 and lot 3 at the same time.

No, a consortium member cannot be involved in more than two lots being an entity or an individual. Moreover, no member of the consortium for lot 2 can be a consortium member of lot 3 and vice versa.
