With reference to 1.0.0 Service Requirements, Section 4 “The cascading mechanism”, Sub-section 4.3 “Roadmap – additional information”, page 24/52:
Question
the Title in Step 3 (section 4.3.4.) makes a reference to the submission of 2 appropriate CVs, whereas when further elaborating on the text that follows there is a reference of proposing at least 2 suitable CVs. Therefore, it is our understanding that it is acceptable to propose and submit more than 2 CVs – all suitable. Could you please confirm?

The requirement has set the default number to 2 candidates not to burden the recruiting officer of a DG with the obligation to review too many candidates. The selection of the 2 most appropriate candidates (ascertained to be so by the supplier's Declaration of Suitability (DoS)) must have been made by the supplier; this is part of his added value. Only if the requesting DG agrees to deviate from the default number of candidates should you propose either: • only one candidate (choice available on the customer request form) • 3 candidates; if you really cannot decide whom of the candidates are the 2 best suited. In this case you should contact the DG beforehand and register the communication by using eRequest's ad-hoc document
