Question details
partner in a joint bid VS subcontractor
What is the difference between a partner in a joint bid and a subcontractor? We identified partners but we are not sure about the difference between these two statuses. Looking on the necesarry documentation that has to be provided, we see 1 difference => partner in ajoint bid has to fulfill a Power of Attorney but subcontractor has to fulfill the Letter of intent instead. All the other documents are required from both. Best regards

In case of a joint tender (consortium), all members of the group assume joint and several liability towards the Contracting Authority for the performance of the contract as a whole, i.e. both financial and operational liability. The consortium assumes full responsibility for subcontractors. The documentation is fairly similar, please check Annex 5. Subcontractors should not be identified in e-Submission by a PIC (Participant identification Code) but by some other means (see drop down menu).
