Spatial resolution
In relation to the spatial resolution requested: Is pansharpening allowed in order to achieve the required spatial resolution between 2.5 – 5.0 metre?

No, it is not accepted.The panchromatic band is not allowed to be used, for pan sharpening, in order to reach a higher (better) resolution. It is the Ground Sampling Distance (GSD) of the multispectral sensor that needs to be below or equal to 5m.
