In case of a sole tenderer, should subcontractors provide a statement of the average annual manpower or the one of the sole tenderer is sufficient?

The criterion applies to the tenderer as a whole which means assessing the capacity of the tenderer together with all subcontractors involved. Subcontractors should provide a statement of the average annual manpower.
