Question
Can the EEA please clarify the need for the requirement of a secondary level education for the guards? This is a highly unusual requirement for guards in DK and very very few guards in DK will be able to meet this requirement, thus we are curious about the reason why it is required by the EEA for this tender. At the same time, we would encourage the EEA to forgo this requirement as it is not in any way relevant to the guard's job, the performance of the guards' tasks nor the guard's ability to perform his/her job and tasks. All guards in DK have taken a 'guard education' which has trained them to perform tasks relevant to their job. Furthermore, guards will always receive on-site training at the customer’s location on customer-specific tasks and will also receive job-relevant on-going training and education with their employer if the employer is ISO9001 certified. Alternatively, the EEA could consider changing the requirement of a secondary level education to a requirement that the tenderer must be ISO9001 certified. This would guarantee the EEA continuous education of the guards and quality management procedures leading to a high level of quality in the performance of the contract. The EEA has made another requirement that the guards must have a minimum of 2 years of relevant job experience. This is a great and very relevant requirement which is also often made from other contracting authorities with similar security and service needs.

According to section 1.3.2.4 of the Tender specifications, the EEA is looking for security guards with a specific profile in order to carry out the requested tasks. The requirement for a secondary level education is based on the EEA's assessment that with the level of education the guards will have the knowledge and skills the EEA is looking for. In addition, the EEA is requesting the security guards to have taken the "guard education", please see section 1.3.2.4 of the Tender specifications
